Had the same problem with the XBox one controller. I hate the vibration but couldn't find any solution to turn it off, the software from microsoft to disable the vibration works only with the Elite controller. Opened the Gamepad and cut the wire of the rumble motors and took it out. The Gamepad is much lighter without the motors.

Restore previous Desktop resolution and refreshrate. Restore previous Windows UI scale size (125?). Next - check if exe properties have default DPI scaling option or restore how it was before. Same for Steam.exe. Steam.exe all arguments applied to all exe's started from it. You maybe change steam exe file properies?
